According to the council, the Tribunal de Cuentas — Spain's supreme public-accounts watchdog, established under the 1978 Constitution and holding exclusive jurisdiction to hold public-fund managers accountable — ruled in January 2026 against pursuing financial liability proceedings against Sancho Sempere. The Public Prosecutor's Office had already archived the case in May 2021.
