Sagunto tenders 24 defibrillators for municipal buildings: €56,000 budget
Sagunto is tendering the rental of 24 more defibrillators, with a €56,000 base budget, to join the 17 AEDs already installed in municipal buildings.
If someone suffers a cardiac arrest in a market, a cemetery or a Casal Jove (municipal youth centre) in Sagunto, there will be more places with a defibrillator close at hand. The City Council has opened a tender to rent 24 new units and place them in municipal premises, where they will reinforce the 17 AEDs (semi-automatic external defibrillators) that the council already has spread across several buildings. Together, 41 devices will fall under a single maintenance contract.
The base tender budget is €56,000, VAT included. The contract starts with a term of two years and allows extensions of up to two more, so the service could run for as long as four years. The text released by the council does not give the deadline for submitting bids or say when the devices will be fitted: that will depend on the award of the contract.
A defibrillator sends an electric shock to the heart to stop a dangerous arrhythmia and restore its normal rhythm during a cardiac arrest. The automated external version diagnoses certain arrhythmias and arrests by itself and is designed to be used by people without medical training, guided by voice instructions. Speed counts: according to reference information on these devices, if a shock is delivered in the first minutes after collapse, survival can reach 50-70 %. On who must install them, Royal Decree 365/2009 leaves it to each autonomous community to regulate the placement of defibrillators and the requirements for public use.
The contract covers several items. The first is the rental of the 24 new units, automatic or semi-automatic, with their accessories: paediatric and adult electrodes, batteries and a safety kit. The second is the installation of cabinets, signage and the systems that link each point with the emergency services. The third is full preventive and corrective maintenance of those 24 devices and of the 17 already in place. A civil liability insurance policy and training in correct use complete the package.
The current network will also get some work: the signage of the AEDs owned by the council will be replaced, their cabinets and defibrillators will be serviced, and any missing accessories will be added.
The 24 new units will be distributed as follows. In administrative buildings: the Palacio Municipal (town hall), the administrative building on Camí Reial, the Tenencia de Alcaldía (district mayor's office) in Puerto de Sagunto (coastal district) and the former Gerencia building. In public-use services: the Centro Cívico Antiguo Sanatorio (civic centre), the indoor markets of Sagunto and Puerto de Sagunto, the cemeteries of both towns and the two Tourism offices. In youth, culture and education: the two Casal Jove centres, the Casa Municipal de Cultura, the Joaquín Rodrigo auditorium, the Mario Monreal Cultural Centre, the Joaquín Rodrigo Conservatory and the Niño Jesús nursery. The social centres Los Claveles, Bajo Vías, Baladre and Els Vents will also get one, as will the Casa dels Berenguer and the Via del Pòrtic.
The devices already installed, which will be completed and brought into the maintenance scheme, are in sports facilities and security: the pavilions Puerto de Sagunto, René Marigil, José Veral, Internúcleos (Ovni) and Casa de la Juventud; the swimming pools of Internúcleos, Almudàfer and Casa de la Juventud; the football grounds of Xulla, Biensa, San Francisco de Borja, El Fornàs and Nou Camp de Morvedre; and the Local Police headquarters, plus the three mobile patrols that already carry one.
