Sagunto Local Security Board: safety plan for Panorama and elrow 2026

Sagunto's Local Security Board met on Tuesday 6 October to coordinate police, firefighters and emergency services for the Panorama orchestra on Friday 9 October and the elrow festival on Saturday 31 October.

The Local Security Board (Junta Local de Seguridad) of Sagunto City Council met on the morning of Tuesday 6 October in the council chamber to prepare two high-attendance events: the Panorama orchestra show on Friday 9 October and the elrow festival on Saturday 31 October. The board is where police, firefighters and emergency services divide the work before the public arrives, so what is agreed there shapes the extra policing and medical cover residents will see on both days.

The meeting was attended by the mayor, Darío Moreno; the Government Sub-delegate in Valencia (the central government's representative in the province), José Rodríguez; the councillor for Local Police, María José Carrera; and the councillor for Festivals and Popular Culture, Patricia Sánchez. Representatives of the state security forces, the Local Police of Sagunto, the Provincial Fire Service Consortium and the emergency service also took part. The council's press release does not yet give the specific measures, such as the number of officers, traffic closures or medical services, so those details are still to be announced.

For Panorama, the closest precedent is 2025. According to the council's October 2025 announcement, the board then coordinated the plan for the Gran Orquesta Panorama and for the Spain v Greece handball match. It included six reinforcement patrols, alcohol and drug checks to prevent road accidents, and a purple point (a gender-violence support point). Even so, on 8 October 2025 the council postponed the orchestra because of forecast rain, storms, hail and gusts of wind, saying it could not put either the performers or the audience at risk. This year the concert is again on Friday 9 October.

That alert had further consequences. According to El Debate on 20 October 2025, the DANA Alice storm system (a severe weather event) also forced the cancellation of the concerts in Cullera, Torre Pacheco and Tavernes de la Valldigna, and the Sagunto show was rescheduled for Saturday 25 October, which closed the orchestra's tour that year. On 9 October 2025 itself, the council delayed the opening of the medieval market until 17:00 and called off the 14:00 mascletà (daytime firecracker show) and the communal lunch. The hours announced for the 2025 medieval market were 10:00 to 14:00 and 17:00 to 23:00 around Plaza del Cronista Chabret, with theatre, historical re-enactments, medieval dances and workshops.

This Friday 9, the municipal programme for 9 d'Octubre (Valencian Community Day) spreads the day across several venues. At 9:30, the Casa Municipal de Cultura hosts the formal ceremony awarding the City medals. At 14:00, Plaza Picasso gets a mascletà followed by a giant paella organised by AC Falla La Victoria (a local falla, or neighbourhood festival association). The Medieval Market runs through streets and squares of the historic centre until Sunday 11, opening at 18:00. The day closes at 23:00 with Panorama's mass concert on Avenida Fausto Caruana, opposite the L'Epicentre shopping centre. In other words, the board's plan has to cover a day of events from morning to night. After Sagunto, according to El Debate on 29 September, the orchestra will play in Onda (Castellón) on 20 October, which will end its 2026 tour.

The second big event is elrow, on Saturday 31 October at the Internúcleos site. It is the Halloween special edition of the festival, with a capacity of more than 25,000 people and opening hours from 14:00 to 02:00, that is, twelve straight hours in which security and emergency shifts must cover both the afternoon and the early morning. The site will have three stages themed Horroween and Industry City. People registered as residents of Sagunto get a 50 % discount on the ticket price.

According to the council's 25 August announcement of the festival, elrow works with the festival-association federations (peñas) of Sagunto and Puerto de Sagunto (coastal district) and with the Federació Junta Fallera de Sagunt, and has held editions in 48 countries and 150 cities.

This Tuesday's meeting follows the pattern of the one held on 21 May 2026 before FesCamp, the festival of Saturday 6 June next to L'Epicentre (shopping centre). On that occasion the board also sat down with the Government Sub-delegate and the security and emergency forces to split up the deployment. The calendar is tighter now: the first test comes on Friday 9, only three days after the meeting, and the second, with 25,000 people expected, on 31 October.
