Foreign residents in Sagunto: free CCSE test and EX-15 and EX-17 forms online

Foreign residents of Sagunto can now practise for the CCSE exam for free and fill in the EX-15 (NIE) and EX-17 (TIE) forms online, before registration for the 2027 exams opens on 23 November.

For many foreign residents of Sagunto, Puerto de Sagunto and the rest of the Camp de Morvedre, the road to Spanish citizenship or to an NIE goes through two steps that raise questions: the CCSE exam and the official immigration forms. There are now free online tools to prepare for both, and one date worth noting: registration for the 2027 CCSE exams opens on 23 November 2026.

Under Royal Decree 1004/2015, anyone applying for Spanish citizenship by residence has to pass two Instituto Cervantes tests: the DELE Spanish language exam at level A2 or above, and the CCSE (Conocimientos Constitucionales y Socioculturales de España, the test on the Constitution and Spanish society). Nationals of Spanish-speaking countries are exempt from the DELE, but not from the CCSE. The exam has 25 questions on the Constitution, public institutions, geography, culture and everyday life in Spain; 60% cover the Constitution and the organisation of the State and 40% culture, history and society. You get 45 minutes and you pass with 15 correct answers.

To help people prepare, the website guiaextranjeros.es has opened a free practice test. Every time you press «Nuevo test» (new test) you get 25 different questions from a bank of 307, split across topics in the same way as the real exam, with a 45-minute timer and an explanation of each answer in Spanish, Ukrainian or English. The questions are in Spanish, as in the exam. They are original questions written from the Constitution, the BOE (Spain's official gazette) and official websites; they are not the Instituto Cervantes questions. At the end, the test shows the topics where you made the most mistakes. To open the full test you need to leave an email address and confirm it with the button in the message you receive.

Registration for the 2027 CCSE exams opens on 23 November 2026 in the Instituto Cervantes online shop, tienda.cervantes.org. The official calendar sets ten exam sessions, all on Thursdays: 28 January, 25 February, 18 March, 29 April, 27 May, 24 June, 29 July, 30 September, 28 October and 25 November 2027. There is no exam in August or December. Registration for each session closes about three weeks before; for the January session, on 7 January. When you register you also choose the exam centre among those recognised by the Instituto Cervantes. The exam fee is paid separately from the fee for the citizenship application, and the APTO (pass) certificate is valid for 4 years for that application.

The same website lets you fill in two official immigration forms without installing any software: the EX-15, to apply for an NIE or a resident or non-resident certificate, and the EX-17, for the TIE, the foreigner identity card. You fill in the form in your browser and download a print-ready PDF. It is free, there is no sign-up, and the data is not sent anywhere: it stays on your own device.

Filling in the form does not replace handing it in in person. People in the area do not have to travel to Valencia for these procedures: the Policía Nacional website lists the Sagunto police station, at Calle Progreso 14, phone 962 670 091, among the immigration offices of the province. According to that list, it handles NIE assignment, resident and non-resident certificates, the EU citizen registration certificate and the issuing of the TIE. The list does not give opening hours.

For an NIE, the Police ask for the EX-15 form and proof of payment of the fee on form 790, code 012, which can be paid at banks and savings banks without having an account. The maximum time to decide is five days; if there is no answer, the application is considered refused. For the TIE you hand in the EX-17 and proof of the same fee, and it has to be done in person at an Oficina de Extranjería (immigration office) or the relevant police station; it is not accepted online. In both cases the form is handed in together with proof of payment and the required documents.

Getting ready before registration opens saves time: anyone who reaches 23 November with the topics revised and the forms ready can choose a session and a centre calmly, and avoid a second trip to the police station because of a mistake on the form.
